Summary
Add a configurable global drift detection interval for GitHub-backed resources.
The operator currently reconciles managed GitHub resources periodically using fixed intervals. At scale, this can generate a significant number of GitHub API requests even when no external drift has occurred.
This change makes the periodic drift detection interval configurable while keeping Kubernetes-driven reconciliation event-based and immediate.
